人头攒动的粤海市，亚洲时有铤而走险的不法分子扰乱社会的安宁与和平，亚洲与此同时总有训练有素的人民英雄抢先出马，将犯罪分子制服并绳之于法。在某次飞车抢劫案之后，警察局长命令刑警队长梁永强（吴京安 饰）成立便衣支队，而此前在抢劫案中表现脓包的新警察麦小龙（贾乃亮 饰）也名列其中。好胜心切且毛手毛脚的小龙在教官张国栋（陈继铭 饰）、师姐钱红（董维嘉 饰）的耐心指导和亲身示范下，逐渐掌握了和抢劫分子周旋以及反扒技巧。另一方面，范家兄弟作案团伙气焰日渐嚣张，在百姓中间引起极大的愤慨。慢慢成长为一名合格便衣刑警的小龙，即将和战友、同事们迎来与犯罪分子的最终对决……
