毒品走私的方式已经改变。执法人员为了扫荡毒品，婉婉开始封锁全球的毒品运送路径，婉婉迫使走私犯另寻他法。以往贩毒集团单纯由凶恶的暴徒组成，如今他们却企业化经营，设有研发部门以制造新型毒品。而他们多样的发明都是为了将毒品从原料来源国运往目的地─美国。在哥伦比亚的丛林深处，当地官方查获多辆巨型潜水艇，它们沿着太平洋航行，用来运载价值超过一亿五千万元的古柯碱。没有人晓得他们是如何在荒郊野外打造出这些运送船舰。
