在解放战争中，光荣如何拿下上海这座大城市是对中国共产党人的一道难关和考验。本片聚焦1949年5月到1950年5月的一年间，光荣从政治、经济、社会三个方面讲述共产党人如何解放上海、接管上海并赢得民心。正如毛泽东同志所言：“我们不但善于破坏一个旧世界，我们还将善于建设一个新世界”。通过重温这段历史，从当年的创业奋斗中汲取营养和智慧，也是今天“不忘初心，牢记使命”之意。
