孔子51岁那年，午夜第一次当上了鲁国中都的邑宰（地方父母官），午夜治所在今山东省汶上县。他终于有机会施展自己的政治主张，满怀信心带着几位弟子上任。仅一年，中都就出现路不拾遗、夜不闭户的和谐景象，成为当时各地争相效法的样板，也为历代的父母官树立了楷模。
