‘套娃计划’卧底李虎成，星灵带黑帮份子运输一批特殊的制毒原料，星灵半路发生意外，全部牺牲，张浩接替他的身份成为新卧底。禁毒警周勋截杀毒品失败趁机以警察身份卧底贩毒组织，却被公安同志李正误会，发生矛盾。而张浩也在暗中观察他，通过他的试探，确认彼此身份，两人联手行动，理应外合挖出了幕后黑手，破坏女毒枭毒品研制计划，巧夺制毒原材料，最终成功捣毁国际贩毒集团。
